Job Title: M&E Officer


Job Description

The AIDS Support Organization (TASO) Uganda Limited, an organization contributing to a process of restoring hope and improving the quality of life of persons and communities affected by HIV/AIDS, together with the Irish Aid, are to implement a decentralised capacity building project of 50 HIV/ AIDS selected Civil Society Organisations in the Karamoja Region. TASO therefore seeks to recruit competent persons to fill the vacancies below:

Job Title: M&E Officer

Reports to: Project Coordinator

Project location: Moroto / Karamoja Region

Main Purpose of the Job: The M&E Officer will be dedicated to strengthening all related monitoring and evaluation activities of the TASO programs. S/he will develop and supervise implementation of the programmatic monitoring and evaluation systems within the framework of TASO. S/he will oversee and provide technical support in designing and implementing sound M&E systems that facilitate accurate collection of data and analysis of program performance and impact. S/he will ensure implementation of the M&E plan, track the progress of the M&E plan and support all M&E activities at PR and SR levels. S/he will work closely with programme staff, ensuring the development of technical capacity as well as the integration of M&E activities and responsibilities into all aspects of programming.

Main responsibilities and tasks:

•   Monitor and evaluate outputs, outcomes and impacts as’ per grant performance framework and the monitoring and evaluation plan.

•   Develop standard operating systems and guidelines for monitoring and evaluation, reporting, and related services.

•   Ensure that the M&E system in use for the monitoring and evaluation of financed activities is as much as possible in line and harmonized with the National M&E systems

•   Implement and supervise archiving system for all core documents necessary for the management of the funded programs.

•   Evaluate the current computer based system for data collection and aggregation. Identify gaps and options for further improvement (e.g. SQL).

•   Supervise the design, set up and utilization of the new system.

•   Ensure that the M&E system in general enables timely reporting as well as evidence-based decision-making at all level of the organization.

•   Prepare and disseminate reporting and monitoring templates and formats to assist in the monitoring and evaluation processes. Train SRs and staff at Service Delivery Points on the guidelines and templates.

•   Oversee all aspects of the programmatic requirements for the Unit, SRs and Service Delivery points, including data collection, accurate recording and reporting of all programmatic activities and development of performance frameworks and monitoring and evaluation plans.

•   Assist the programme staff in identifying potential implementation problems and bottlenecks by setting up an early warning mechanism on achievement of programmatic indicators.

•   Develop a field monitoring plan based on agreed upon progress and performance indicators and undertake ongoing field and desk monitoring of the TASO project supported interventions at the Service Delivery Points.

•   Liaise with the SR M&E staff at the Service Delivery Points to ensure proper implementation and interpretation of approved reporting guidelines and the use of the templates
Requirement:

Required skills & qualifications:

The ideal candidate must have a first degree in human medicine (Bachelor of Medicine and Bachelor of Surgery- MBChB, or a 8achelors degree in Bio statistics with a Masters degree in Epidemiology or Public Health (MPH) from a recognized institution.

•   S/he should also have a minimum of 5 years in HIV/TB/Malaria project/programme implementation. Experience working with donor funded programs will be an added advantage.

•   S/he should also have a minimum of 5 years’ experience in M&E and/ or Management Information Systems preferably in an NGO setting.

•   Training and experience in logical framework, project management and monitoring & evaluation and setting up monitoring & evaluation systems in health programs.

•   Demonstrated experience in designing and implementing M&E systems, including performance frameworks, project management, M&E, and impact evaluation within the health sector.

•   Familiarity with quantitative as well as qualitative M&E methods in the health sector;

•   Computer literate, with strong knowledge of MS Office, database programs, and statistical software packages such as STATA, EPI INFO. Navision and SQL.

•   Excellent report writing and communication skills, plus making verbal/oral presentations;

•   Ability to’ interact effectively with collaborating agencies, and local partners at both national and international levels;

•   Self-guided, strong organizational, team building and planning skills;

•   Coaching and mentoring skills are also highly desirable.
