Job Title : SENIOR QUALITY ASSUARANCE ADVISOR


Job Description

Chemonics International, a Washington DC based consulting firm, seeks a qualified candidate to fill the position of Senior Quality Assurance Advisor (9 months contract) for the Monitoring and Evaluation Agent for Civil Society Fund (CSF MEA) project. The purpose of the CSF is to bring together multiple donor funds and disperse grants to civil society that are aligned with national plans and decision taking processes and enable an effective, scaled up, and comprehensive response to HIV/AIDS. The Uganda CSF-MEA project is responsible for developing and strengthening CSF M&E system in line with national strategies, and strengthening the capacity of CSF sub-grantees to undertake monitoring and evaluation.  The project works under the oversight of the CSF Steering Committee and in close collaboration with Uganda AIDS Commission (UAC), Financial Management Agent (FMA), Technical Management Agent (TMA), and other key stakeholders.

This position is based in Kampala, Uganda and requires relevant work experience
and appropriate educational background as outlined

Position Description and Required Competencies:
The Senior Quality Assurance Advisor takes lead on CSF strategic objective 2.3; strengthening sub-grantee M&E capacity as well as data quality assurance. The Senior Quality Assurance Advisor works closely with the Senior M&E Specialists and Program Officers to achieve this objective. The Senior Quality Assurance Advisor reports to the Senior M&E Advisor/Programme Director.

Required Experience and Academic Qualifications:
The proposed candidate must have:-
1.    At least a Masters Degree in, Public health, Demography, Statistics, Epidemiology, Social Sciences or other related field.
2.    At least 5- 7 years work experience in design and conceptualization of M&E systems and tools
3.    Experience in conducting project assessments; particularly in measuring project outcomes. LQAS knowledge is an advantage.
4.    Experience in designing complex M&E systems including database management
5.    Excellent communication skills, including technical report writing, public speaking, designing and giving presentations to stakeholders
6.    Familiarity with National HIV/AIDS  and OVC indicators
7.    Familiarity with using data analysis packages  including, STATA, SPSS and EPI Info
8.    Ability to provide technical support to a wide range of program implementers with varied M&E capacities
9.    Ability to produce timely well written deliverables

Responsibilities/Duties:
•    Lead the project’s component for building capacity of CSF grantees in all aspects of data demand-generation-collection-reporting and utilization continuum
•    Design and conduct data quality assessments of CSOs
•    Take lead on CSO M&E capacity assessments, gap analysis, and capacity building plans
•    Take lead on developing and providing training for CSF grantees in  M&E
•    Coordinate preparation of M&E training materials
•    Conduct continuous review of the M&E capacity building plan
•    Provide M&E technical assistance to CSF grantees on reporting indicators, data collection tools, reporting formats and other monitoring tools.
•    Conduct M&E technical reviews of proposals from CSF grantees
•    Design M&E tools including reporting formats and data collection tools
•    Participate in field monitoring and support supervision visits to CSF grantees
•    Organize and facilitate M&E sessions at Civil Society Fund  (CSF) workshops, develop and give presentations
•    Represent CSF MEA in technical meetings and workshops
•    Provide assistance to other routine functions for CSF MEA
•    Perform any other duties assigned by the supervisor
