A. JOB OBJECTIVES

1. The Deputy Chief of Party (DCOP) will support the Chief of Party in providing technical programme leadership in the development, management and sustenance of the Uganda Capacity Program activities. In the absence of the COP the DCOP will assume overall responsibility for the Uganda Capacity Program

2. The DCOP will take lead in coordinating programme development, implementation and reporting, and will work very closely with the Intermediate Results (IR) Leaders of various program components and  to ensure synergy in the development and implementation of  the Uganda Capacity Program.

B. MANAGEMENT RESPONSIBILITY

1. Initiate Uganda Capacity Program strategy development and spearhead implementation .

2. Coordinating program development with national and district based counterparts and partners to ensure relevance, complementarily and synergy.

3. Supervision and support of technical program staff to ensure adequate planning, budgeting, timely program implementation and reporting.

C. DESCRIPTION OF DUTIES:

1. Identify, develop and operationalize Uganda Capacity Program ‘niche’ areas In human resources for health,

2. Initiate and facilitate regular technical meetings lo review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables,

3.  Lead documentation and sharing of knowledge and emerging practices from the program internally within Intra Health and externally with wider stakeholder audience

4. Account to the Chief of Party on the delivery of strategic program objectives and regular reporting on monthly, quarterly and annual basis.

5. Ensure daily operations of overall programme implementation activities are on .schedule, reports, new plans and budget, are prepared within sufficient lead time to get the necessary approvals.

6. Work with the COP to provide technical and administrative support in all aspects of the Uganda Capacity Program and carry out any duties that may be assigned by the COP,

7.  The DCOP will specifically provide technical backstopping to IR3 team in

developing innovations for strengthening HRM systems 8. Take overall responsibility for the program management in the abs< of the COP.
D. ACCOUNTABILITY:

i   Supervision: Work independently with authority from Ihe Chief of Party,

within approved strategy and policy guidelines, i!. Decision Making: Makes decisions in accordance with responsibil1

and plans delegated by the Chief of Party. ill. Responsibility over planning and reporting: Coordinates monthly,

quarterly and annual planning and reporting, and ensures pr

documentation and sharing. iv. Responsibility over assets: Responsibility for assigned budgets and

assets in the project. v. Responsibility over Staff: Responsibility for all staff under him/her,

Requirement:
E. QUALIFICATIONS
i) Education

•   Post graduate degree in International Health, Social Sciences, Health

or related discipline; ») Work Experience.

•   Preferred experience with USAID-funded projects;
»   Extensive experience in human resources management preferably in

the public sector with in-depth knowledge of HRM practice areas such

as selection, recruitment and deployment;

•   Significant knowledge and experience of social, cultural,

political developments and trends in Uganda Competencies

•   Proven ability to direct and manage a team with the ability to work with

partners; USAID and the headquarters staff.

»   Proven ability to work within budgets and financial reports in an

accurate and timely fashion;                                     ^

•   Proven ability to handle confidential matters discreetly and to gain the trust and confidence of colleagues and clients including USAID and Ministry of Health;

•   Demonstrated diplomatic and interpersonal skills and ability to work in a complex and changing environment with all key stakeholders;

•   Proven customer-service (client-focused) management skills;

•   Proven ability to develop and work within approved work plans;

•   Proven ability to lead and manage USAID projects;

»   Excellent oral and written communication skills in English;

•   Proven ability to hire and train local staff and consultants;

•   Computer literacy in MS Office applications including Word, Excel, Power Point; Outlook

•   Willingness to travel 25% within the country and periodically internationally.

F. WORKING CONDITIONS/PHYSICAL REQUIREMENTS

•   Willingness and ability to work independently with all stakeholders.

•   Willingness to accept additional responsibilities.

•  Willingness to work overtime as required.

•   Willingness to travel throughout Uganda to work with partners and key stakeholders, and potentially internationally, as require”
