The Arbeiter-Samariter-Bund Deutschland e.V. (ASB) is a non-denominational Non-Governmental Organization, nationally active in social welfare, rescue services and emergency relief. Internationally, ASB provides humanitarian and development aid. ASB was founded in 1888 in Berlin and developed in the past 130 years with currently 20.000 employees and 1.1 Mio members to one of the biggest welfare organizations in Germany. ASB established a presence in Uganda in 2005, opening a branch office in Kampala and an operational field office in Lira District, Northern Uganda. Creating sustainable and durable solutions to social / humanitarian & development problems is a core principle of ASB’s work. Convinced of the importance of providing emergency assistance to vulnerable IDPs, ASB has made the decision to focus its intervention on returning IDPs, provided the essential freedom of movement and protection for the displaced population was guaranteed.

Operations started with relief interventions in IDP camps, soon after followed by emergency and rehabilitation activities regarding the return for vulnerable returnees in Lira, Oyam, Apac, Pader and Dokolo Districts. To respond to the emergency caused by the floods in 2007 ASB has extended its operation to Teso Region. Since 2010 ASB is also present in Karamoja Region with two offices in Moroto and Kotido. The Country Office is based in Kampala.

ASB’s activities in Uganda nowadays concentrate on food security projects, livelihood, GBV and Child Protection. ASB’s current main donors in Uganda are: UNICEF, FAO, EU, private donations.

Country Director for Uganda

Location: Kampala, with regular trips to Northern and East Uganda Starting Date: ASAP Contract duration: 24 months (with option of extension)

Objective of the position:

The Country director is responsible for representing the organisation in country and overseeing all programmes and operations. S/he reports directly to ASB Headquarter and supervises the Support and Programme Departments in Uganda.

Tasks and Responsibilities:

 Oversee and coordinate the implementation of all ASB programs in country (tot portfolio approx. 2 Mio USD/y);  Ensure proper leadership while advising and supporting a team of 6 international staff deployed on the field to implement programme activities;  Adapt and revise the country strategy according to the changing needs of the targeted population;  Contribute to the dialogue amongst INGOs in country;  Relate with local donors such as UNICEF, EU, German Government, FAO, for fundraising purpose and program management;  Revision of financial and narrative project proposals and reports to donors before submission;  Consolidate working relations with government including line ministries and local authorities;  Oversee all financial donor requirements are met;  Supervise the Finance Department and the Operations Department in the implementation of their duties;  Ensure ASB Standard Operations Procedure and ASB guidelines are properly implemented;  Liaise with the local government and authorities, national and international organisations and donors;  Representing ASB in front of the media;  Liaise and report to HQ in Cologne;

Requirements:

* Higher-level University degree in an appropriate field;
* Minimum of 8 years overseas experience working as program manager and leading a team;
* Experienced in working in humanitarian settings and in post conflict recovery situation;
* Experience in consolidating organisational structure according to changing programmatic needs;
* Knowledge of donor requirements (EU, FAO, UNICEF, bilateral Cooperations);
* Experienced in leading staff and building team spirit;
* Proposal writing and reporting skills;
* Strong experience in working in international environment;
* Willing to travel to field locations with a higher security risk and less comfort;
* Fluent in English;
* Knowledge of German would be an asset

* Strong skills in managing an organisation of approx. 150 employees;
