In anticipation of the CSF award for Scaling up HIV/AIDS Prevention Services project in Arua District, WellShare is recruiting for the following position: Senior Program Officer, M&E

POSITION DESCRIPTION:

Responsible for supplying program staff and partners with information needed for planning, monitoring and evaluation of WellShare International’s “Scaling up HIV/AIDS Prevention Services in Arua District Under the Civil Society Fund” project in Arua, Uganda.

LOCATION:

This position is based in Arua with regular in-district travel and period travel to WellShare’s country office in Kampala.

ESSENTIAL QUALIFICATIONS AND SKILLS:

The Senior M&E Program Officer must meet a level of qualification and exhibit a mix of skills and capabilities, including:

•Minimum three years experience executing M&E for a local or international non-governmental organization implementing health programs, preferably in West Nile Region.

•BS degree in Statistics, Demography, Epidemiology or other relevant discipline, including Social Sciences and Public Health.

• Detailed knowledge of key M&E concepts, tools, and best practices; experience working with both quantitative and qualitative data collection and analysis methodologies; familiarity with routine management of information systems.

•Experience coordinating M&E activities for USAID or Civil Society-Fund-funded projects; demonstrated ability to meet rigorous M&E requirements according to guidelines and deadlines.

•Proven skill in data analysis; capable of distilling analytical information for non-technical audiences.

•Excellent writing and reporting skills essential; demonstrated ability to produce high-quality written reports, including to project management, donors, and stakeholders.

•Experience in the application of program evaluation methodologies, tools and statistical programs.

•Additional advanced computer skills including the ability to type quickly and to use Microsoft Office products (Excel essential), email, and internet essential.

•Knowledge and experience working with HIV Prevention and Care programs and familiarity with HIV indicators preferred.

•Familiarity with the Uganda health infrastructure; experience working with local government structures and Civil Society Organizations desired.

•Fluency in English (written & spoken); proficiency in Lugbara preferred.

PRIMARY RESPONSIBILITIES:

•Designs an efficient, high-quality performance monitoring and evaluation system for the project in line with WellShare International and donor M&E standards and requirements.

•Provides M&E technical support to program staff; supports program staff to execute high-quality M&E activities, including but not limited to situational analysis, qualitative and quantitative research and establishment of quality referral systems.

•Assists the Program Manager to meet donor M&E requirements and expectations; prepares high-quality M&E reports; works with program staff, management, and project stakeholders to design/implement M&E procedures and data collection and reporting tools for the project.

•Ensures that WellShare technical staff and stakeholders are provided with timely, accurate and reliable information generated through the project M&E system.

•Conducts periodic data quality assessments

•Identifies areas for staff and partner’s development in M&E core tools and principles; works with management staff to build M&E technical skills of field staff.
