Job Title: Chief of Party, Local Governance

Project/Proposal Summary:
 MSI is looking for a Chief of Party (COP) to lead USAID’s 5 year Government, Accountability, Participation and Performance Program (GAPP) program in Uganda. The program will work at both the national and local level to improve efficiency, transparency and accountability in government. The primary objective of the GAPP program is to increase participation, accountability and local governance for effective service delivery. To achieve this goal, GAPP shall focus on three key components: to enhance accountability, improve local government governance, and support CSOs and other non-state actors to increase their voice and demand for improved services.

Position Summary: The Chief of Party selected will lead and manage the program, and serve as the primary point of contact with the donor, national government counterpart agencies and local government authorities, providing support for effective local capacity building. The Chief of Party shall also work closely with Parliament, government ministries, the Accountability Sector.

Responsibilities: • Overall management of the project including supervision of technical and administrative functions, strategic leadership, linking with USAID, and managing all the reporting and M&E requirements of the program; • Supervision of staff performance; • Recruitment and supervision of staff or consultants; • Coordination with USAID and other stakeholders including cultural leaders, donors, civil CSOs, service-oriented NGOs, local government officials as well as officials in line ministries of government; • Preparation of required reports; • Development of M&E strategy and reporting system, and • Overseeing project expenditures and budget.

Qualifications: • Prior experience as Chief of Party on USAID funded projects; • Master’s degree in law, social sciences, International development, public administration or related field required; • At least 10 years of developing country experience in planning and managing similar highly complex democracy and governance programs; • Demonstrated technical expertise in local government or related governance issues such as financial management, service delivery and local government administration and a wide range of technical expertise in the democracy and governance sector; • Experience in the areas of governance, accountability and civil society engagement and capacity building in the developing country context similar to that of Uganda; • Outstanding leadership, strategic planning and management skills, exceptional communication and presentation skills in English; • In depth knowledge of USAID rules and regulations; • Fluency in English required, knowledge of local languages (Swahili, Luganda, Bantu) preferred.
