Job Title: Evaluation of a War Child UK Project in Northern Uganda



Job Description



War Child UK is looking for an experienced consultant to evaluate the impact and extent to which its project “Rights, Education and Community Protection for Children and Young People Affected by Conflict” has achieved its goals and objectives in Northern Uganda.

SCOPE & FOCUS

The Consultant will:

• Determine if the project has successfully achieved its desired results at the outcome and output levels.

• Determine the impact and/or potential impact of the project at all levels

• Determine if the results contribute to WCUK’s Thematic Goals of Protection, Education and Livelihoods

• Look at the following dimensions of the programme’s impact:

(i) relevance;

(ii) efficiency;

(iii) effectiveness,

(iv) outcomes; and

(v) sustainability.

• Assess performance in terms of the shared responsibility and accountability, resource allocation and informed and timely action.

• Determine strengths (including successful innovations and promising practices) and weaknesses of the planning, design, implementation and M&E.

• Determine project contribution to enrolment and retention rates of school children and assess how parents/guardians value their children’s education.

• Assess what have been the most effective approaches and methodologies used by the project to bring about changes to their target group?

• Assess whether the project has contributed to changes in broader national/ international policies and whether these have contributed to changes in practice and attitudes of decision and policy makers that directly benefit the project’s target group.

• Provide actionable, specific and practical strategic recommendations on how War Child UK and its partners can use the learning to strengthen future work • Lead the planning and implementation of a lessons sharing/dissemination workshop with stakeholders

• Determine factors that led to the change/impact and the extent to which all the institutional arrangements (partnership relationship, War Child UK Management, financial management systems and coordination function) contributed (or not) to this impact.

Expected Outputs:

• Inception Report/Evaluation Work Plan.

• Draft report(s) for review with qualitative and quantitative data analysis interface in MS Excel.

• Final Impact Evaluation Report, containing an Executive Summary, Process, Findings and . Recommendations of no more than 30 pages. Annexes can be outside this page limit.

• Lessons sharing/dissemination document capturing key impact and learning and presented in a reader friendly and marketable format.

Qualifications of Consultant Applicants wishing to be considered for this position should possess the following qualifications and experience:

• At least 5 years experience in impact evaluation of development /humanitarian work

• Knowledge of and experience in child protection, education and livelihood programming in Africa.

• Good understanding of the policy and legal environment on children and youth in Uganda

• Good Research and monitoring and evaluation skills • Highly driven, dependable and results oriented

• Excellent verbal and written skills in English is essential and knowledge of Luo desirable. – Working knowledge of children and young people (CYP) and gender issues locally

Recruitment and Appointment The selected candidate will be contracted for a total of 25 person days and will commence work shortly after recruitment. A service contract will be signed between consultant and WCUK.

Applications must include detailed curriculum vitae and the names of three references (at least two of whom must be familiar with the applicant’s work), along with a three page proposal outlining how they intend to accomplish this task. Please provide your professional fee expectation per day while other terms to be discussed in person. The budget should not exceed the amount of GBP 4500/- in total. The consultant is responsible for meeting their own accommodation and feeding costs.
