Job Description

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE and STAR E, both in Kampala and other parts of the country.

STRIDES for Family Health strengthens the capacity of the health system in fifteen (15) selected districts in Uganda to make them fully functional and able to deliver quality integrated reproductive health/family planning (RH/FP) and child survival (CS) services to the people in need of these services.

MSH now invites applications from suitably qualified candidates for the position Director M&E and Performance Management (Kampala) for the STRIDES Project;

OVERALL RESPONSIBILITIES:
The Director M&E and Performance Management works in close collaboration with the Chief of Party, Deputy CoP, Contracts Manager, and the Coordinator Regional Operations to integrate MSH’s technical tools and approaches into the project and ensure that the project’s technical foundation is solidly anchored in quality and performance improvement. S/he serves as a member of the STRIDES Management Team. In addition the job holder will;
•    Support the Chief of Party and Deputy Chief of Party in the development and execution of  project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan and annual project work plans as per contract/agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results Management Systems (RMS) guidelines.
•    Participate in the determination of partner and grantee scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood.
•    Support the Contracts Manager and the technical team in the implementation of Performance Based Contracts to track the progress of performance-based arrangements.
•    Direct the M&E team to analyze and document project results and impact, compilation of all reports to the donor and other stake holders for submission by the Chief of Party, and assures transparency in the performance data system.

QUALIFICATIONS
1)    Masters’ degree in public health, social sciences or related field 2) A minimum of 6 years’ experience in monitoring and evaluation at a senior management level of health and/or programs, preferably related to family planning and reproductive health (maternal and newborn health experience), including the use of data to make informed decisions, communication, planning resource allocation and other strategic initiatives. 3) Demonstrated understanding of and familiarity with a range of applied research, monitoring and evaluation approaches including health information systems 4) Experience in designing strategic information and communication plans. 5) Good working knowledge of descriptive, inferential and advanced statistics. 6) Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues 7) Proven ability in the monitoring and evaluation of large, complex health-related projects Knowledge of evaluation research methods (qualitative and quantitative), including data processing, database design and data entry and ability to use Epi Info and SPSS 9) Ability to lead, coach, and supervise team members and coordinate and foster excellent relations  among project staff, subcontractors and recipients of assistance
