BACKGROUND

Danish Refugee Council (DRC)/Danish Demining Group (DDG) is a private, independent humantarian organisation working to provide durable solutions and promoting human security. In Uganda, DRC/DDG works in north, north-western and north-eastern regions in a range of emergency/development support for the communities in need (for more information go to www.drc.dk).

DRC/DDG calls for applications from qualified candidates to fill the vaccancy of:

GENERAL ROLE

Under the supervision of the Head of Finance and Administration (HOFA), the Finance Manager will oversee all financial operations and implementation of financial systems ensuring conformity to DRC Operations handbook and in line with overall corporate operations strategy, donor financial regulations and guidelines, as well as international accounting standards.

SPECIFIC DUTIES AND RESPONSIBILITIES

The Finance Manager is responsible and reports to the Head of Finance and Administration (HOFA).

Specific Tasks:

• Ensure effective implementation of operational strategies, adapts compliance with DRC Operations handbook, donor rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations.

• Implementation of effective internal controls, proper functioning of financial resource management systems.

• Implementation of cost sharing and grant/project/funds.

• Contribute to project proposals and implementation of cost saving and reduction strategies in consultations with the HOFA.

• Contribution to the preparation and modifications of budgets for DRC, Uganda projects.

• Implementation of the control mechanism for all projects through monitoring budgets preparation and modifications, budgetary status versus authorized spending limits.

• Timely preparation of monthly cashbooks, budget follow ups (BFUs), quarterly and annual reports according to donor rules and guidelines.

• Proper control of the supporting documents for payments, review of financial reports for all DRC, Uganda projects.

• When required, participate as part of a team approving vendors -procurement (as a senior member of the Finance team).

• Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the cash books; payrolls are duly prepared; travel claims, and other entitlements are duly processed.

• Timely corrective actions of vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues.

• Maintenance of the Accounts Receivables for DRC Uganda projects.

• Timely remittance of statutory deductions to relevant Government institutions.

• Timely review of cash position for operations to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.

• Maintain primary contact with local bank management on routine operational matters including negotiation of exchange rate. To serve as member of bank signatory panel.

• Monitor transaction payments and review payment initiation on internet banking systems.

• Ensure security for all credit cards and verify charges.

• Timely and accurate preparation of bank reconciliations.

• Selecting bank transfers for approval and settlements.

• Organization of trainings for the operations/ projects staff on Finance.

• Synthesis of lessons learnt and best practices in Finance.

PERSON SPECIFICATION

• A Masters Degree in Finance, Accounting or Equivalent from a recognized Institution.

• ACCA Level 3 will be of an added advantage.

• At least 4 years senior level experience in international Development Program Operations

• In-depth Knowledge of International Donor Agencies.

• Knowledge of Cost Accounting Methods and Practices applicable to Management of Donor funds

• In-depth Knowledge of Financial software application

• In depth knowledge financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages.

• Excellent general management skills particularly in facilitation, team building and coordination.

• Effective communicator with ability to communicate organization’s direction and ability to motivate others with strong, honest leadership.

• Posses’ excellent problem solving skills.

• Experience in the preparation of financial statements, budgets and forecast.

• Firm foundation in accounting principles and financial reporting standards.

• Sub-contract and sub-agreement financial management experience.

• Experience developing finance and accounting policies, procedures and systems

• Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and need.
