The AIDS Support Organization (TASO Uganda), an organisation contributing to a process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease, requires the
services of dedicated, competent, innovative and results oriented personnel to fill in the following positions.

1. Job title : Centre Manager
Department/Location : TASO Service Centre
Reports to : Regional Manager
Directly Supervises
Counselling Coordinator, Medical Coordinator, Information Management Officer, Accountant, Human Resources and Administration Officer, Public Relations Assistant, and Administrative Assistant-

Main Purpose of the Job
To provide overall leadership and management of service centre activities to ensure effective and efficient implementation of centre programmes.
The successful candidate will be responsible for the following tasks;
Lead and coordinate the preparation of periodic plans and budgets for the centre
Monitor staffing numbers and skills within the centre, and liaise with the Human Resource Department to bridge existing gaps through recruitment, training and development in line with HR policies.
In conjunction with the respective Coordinators, organise for the resources needed for the effective and efficient implementation of programmes at centre level, to be available as and when required.
Oversee the procurement of goods and services in line with procurement policy.
Oversee and coordinate the implementation of centre plans and programmes by the respective Centre Heads of Department in line with the strategic plan.
Provide “effective leadership to subordinates, maintain good teamwork among them and conduct staff performance appraisals for supervisee in line with the HR policies.
Take overall responsibility for the proper allocation of centre resources and ensure that available resources are utilised effectively and efficiently, and that they are properly safeguarded in line with TASO policies.
Maintain oversight of financial expenditure and approve requests for financial expenditure at the centre in accordance with TASO policies, plans and budgets
to ensure adherence to set financial policies, as well as plans and budgets
Ensure compliance with TASO policies, regulations and standards in all the activities of the centre
Take lead in the advocacy for TASO services and programmes .at the centre level, and oversee the organising of advocacy functions and events
Take lead in ensuring gender mainstreaming in all TASO programmes and oversee the effective and meaningful involvement of PLWHAs in the Centre Programmes.
Monitor and evaluate the implementation of planned programmes at the centre, and take actions as necessary
Foster harmonious working relationships between TASO staff, clientele and other major stakeholders
Spearhead trie building of partnerships and Networks for Centre programme activities and attend key Advocacy and partnership meetings in the area of operation.
Identify sources of local funding and support to TASO, and develop an effective focal resources mobilization strategy.
Organize quarterly review meetings with the Centre Advisory committees
• Prepare and submit performance and other reports as required, document success stories for the Centre and maintain up-to-date records on all centre activities and resources.

Requirement:
PERSON SPECIFICATIONS: Centre Manager Academic Qualifications
Bachelor’s Degree in Social Sciences with a component of management, Bachelor of Medicine and Bachelor of Surgery (M.B; Ch.B), Bachelor of Social Work and Social Administration, and Bachelor Public Administration, plus relevant post graduate qualifications
Additional Training
MPH, Counselling, Management skills improvement, Finance for
non-finance executives
Minimum Experience and Exposure
5 years of which 3 years are in managerial positions.
Special Knowledge
Programme Management, Strategic Planning, Project Planning and Management, Proposal Writing, Planning and Budgeting
