Consultancy for Recruitment Services at ASARECA Secretariat

Job Description


The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) has received a Grant from the World Bank, acting as administrator of grant funds provided by various donors under the Multi Donor Trust Fund (MDTF), toward the cost of the Support to Agricultural Research in Eastern and Central Africa and intends to apply part of the proceeds for hire of consultant for recruitment services.

Main objective of the consultancy.

The objective of this consultancy is to provide recruitment services for the following positions:

1. Head of Finance (1)
2. Programme Managers (2)
3. Head of ICT (1)
4. Programme Assistants (3)
5. Environmental Safeguard Specialist (1)

Scope of work

The contracted consultant/organization will be responsible for the following tasks:

1. Design a suitable advertisement based on the agreed job description for placement in the media
2. Receive profile and develop a long list of qualified candidates while demonstrating transparency in the process of approaching potential candidates.
3. Prepare an initial report on the long list to be shared with management and participate in developing a shortlist.
4. Conduct psychometric tests and other relevant tests that will bring out the strengths and any capacity development gaps of the shortlisted candidates
5. Prepare appropriate interview questions for review by management
6. Present the shortlisted candidates for interview
7. Conduct background check on the shortlisted candidates
8. Prepare a detailed final report after the interviews

ASARECA now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).The short listing criteria are: General experience of the firm, Experience in similar work, experience in the region, and availability of appropriate skills. Consultants may associate to enhance their qualifications.

The attention of the interested consultant is drawn to paragraph 1.9 of the world Bank ‘s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). Setting forth the World Bank policy on conflict of interest. Consultants will be selected in accordance with consultants qualifications selection (CQS) method set out in the World Bank consultants’ guidelines.
