Job Description

Arbeiter-Samariter-Bund (ASB), an international non-profit, non-sectarian/ non-religious NGO, is working in the development as well in the relief sector. Ever since the founding of ASB in 1888, humanitarian and democratic principles have been at the foundation of its work, both abroad and at home. That is why today’s variety in services provided by ASB for people in need is oriented along contemporary social parameters. ASB is one of the biggest charity organizations in Germany with 14,000 staff members in 300 cities in Germany. ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters (through supplying food, medical equipment and/or emergency shelter) and longer-term rehabilitation projects designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB implements its Foreign Aid activities in Asia, Eastern Europe, Central America and Africa. Creating sustainable and durable solutions to problems is a core principle of ASB’s work and convinced of the importance of providing emergency assistance to vulnerable IDPs, ASB has made the decision to focus its intervention on returning IDPs, provided the essential freedom of movement and protection for the displaced population was guaranteed. ASB activities in Uganda range from food security projects, child protection, prevention of GBV, return and reintegration of IDPs and water and sanitation.

The Position
The Technical Advisor will need to be involved with the set up of the programme in Karamoja for both districts. This will include project design and recruitment of qualified staff as well as collaborating with the local authorities to ensure that the Karamoja programme starts efficiently and runs effectively. Karamoja Region is considered insecure due to the activities related to the pastoralist population which includes armed cattle raiding by warriors. The Towns of Moroto and Kotido are safe and house several other international and national NGOs. Conditions are basic although most commodities can be accessed. Karamoja is a non-family duty stations though the potential candidate can bring family to Kampala at his/her own cost and risk. Tasks: Under the over- all supervision of Country Director, the Technical Advisor will oversee and give leadership to the quality production and rehabilitation of infrastructure and livelihood aspects through strategic application of labor intensive works through cash for work programming 1. Set –up the infrastructure (roads and civil works) and livelihoods project in Karamoja, North Eastern Uganda. 2. Monitoring technical implementation of infrastructure and livelihoods projects by developing systems and procedures for quality implementation, monitoring and reporting and developing common understanding among staff about project goals, outcome and strategies in consultation with Project Managers 3. Procurement: Oversee the procurement of bulk supplies related construction and infrastructure rehabilitation in coordination with the logistics department. 4. Supervises a team of infrastructure and livelihood staff including civil and road engineers, livelihood officers ensuring outputs are reached and overall objective achieved through work planning and monitoring and evaluating. 5. Oversee the training and capacity building of committees related to infrastructure rehabilitation and livelihoods including but not limited value addition to produce, market accessibility, etc. 6. Provides technical advice to ASB on road construction techniques, the development of livelihood applications, through strategic application of cash for work methodologies 7. Donor reporting: Write donor reports as per the requirement of the project and preference with EU familiarity 8. Proposal development: Give technical input developing concept notes and project proposals for infrastructure and livelihoods related follow up projects, including monitoring of work plans and budgets 9. External relations: Maintain good relation with the donors, assist project managers to develop and maintain good working relationship with district administration and other NGO through frequent visits. 10. Coordination meeting: Attend coordination meetings in the livelihoods and infrastructure sector at sub county and district levels. Duty station Duty station will be Moroto Time-frame ASAP starting with one year contract

PERSON SPECIFICATION
• Master degree in Engineering / Agriculture or related degree and with experience with livelihoods and rural infrastructure • Experience in multi sector approach including livelihoods programming at Household and institutional settings using basic materials and improving asset formation at community level • Experience in training and forming Village Management Committees (participative approach) • Experience with Village Savings Loans Associations (VLSAs) • Above five year experience in coordinating the development of livelihoods and civil works activities in harsh condition (Karamoja) • Fluency in English is essential • Hands on mentality, hard and flexible worker with strong managerial skills • Strong social communication and experience in project management • Experience of at least 5 years working in a similar position with an INGO • Familiar and willing to work in hardship locations • Basic knowledge of Word and Excel Specific Outputs of the project: The key outputs of this project are: a. Road construction through labor intensive works and cash for work programming for district class III access roads b. Construction of rain water jars and their rapid multiplication within a Manyatta setting c. Construction of irrigation ponds through labor intensive works and cash for works d. Construction of valley dams e. Distribution of high value horticulture and management of nursery beds f. Formation of village loans savings associations
