Job Title: Principal Human Resource Officer

Job Description

Uganda Development Bank Limited (UDBL) is the Country’s only Development Finance Institution with a mandate of Financing enterprises in key growth sectors of the economy in order to promote socio economic transformation of the country.
UDBL seeks to recruit a dynamic individual to join its team of professionals as Principal Human Resource Officer, reporting to the Director HR and Administration.
Responsibilities
• Maintain updated Human Resources policies that are in line with best practices
• Maintain close working relationships with senior managers and proactively identify and ensure prompt response to their human resources needs
• Oversee implementation of the Bank’s performance management system to ensure it is objective, equitable, transparent and merit- driven;
• Champion the formulation and ensure effective implementation of strategies and plans to identify, select and hire the best talent to meet the manpower needs of the Bank;
• Supervise the design and implementation of need- based, cost-effective learning and development strategies to support the Bank’s business goals and improve bank performance;
• Design, implement and effective monitoring of appropriate employee reward strategies, policies and programs to enable the bank attract and retain the best talent;
• Intervene and assist in resolving significant/complex disciplinary cases, appeals and related service delivery issues.
• Undertake planning and forecasting of the Bank’s workforce requirement, including the tracking and monitoring of the Bank’s organization.
• Oversee the implementation of health, safety and security guidelines to create a safe, secure and conducive working environment for staff.
• Attend to staff welfare needs.
• Act as compliance officer for UDBL’s set terms and conditions of service, monitoring compliance to HR policy and escalating cases of noncompliance.
• Put in place systems for the proper management of the staff pension fund.
• Participate in recruitment processes while ensuring that the recruitment procedures are complied with end to end.
• Follow up on actions related to HR from staff meetings.
Qualifications and Experience
• Bachelor’s degree in Business Studies or Social Sciences from a recognised university. A relevant post graduate /Professional HR Qualifications is desirable.
• At least 5 years relevant experience as a human resources professional in a large corporate or multilateral organization
• Very good knowledge of the principles and practices of HRM activities withy training and facilitation skills
• Excellent oral and written communication and presentation skills; Interpersonal skills and flexibility towards people and circumstances
• Planning and organisation skills; A team player, a good listener and effective communicator.
• Advanced knowledge of Ugandan labour and employment legislation with people management Skills, leadership capability and self confidence.
