Job Title : Program Manager – Northern Uganda Women Empowerment Program (NUWEP)

 
Job Description

CARE International in Uganda (CARE) works with others to make a sustainable improvement in the lives of the very poor. Our program implementation is focused onsupporting specific vulnerable portions of communities (Impact Groups) in their achievement of lasting positive change in overcoming poverty and social inequity guided by long term programs with a comprehensive Theory of Change (TOC).  . Amongst the programs developed by CARE is the Northern Uganda Women Empowerment Program (NUWEP) . The NUWEP is a long term initiative of 10-15 years that is composed of various Program Component Interventions (PCIs) funded by multiple donors which are designed to contribute to the program TOC and integrated Domains of Change. The Social Change Statement (TOC) for NUWEP is : If women and girls affected by conflict gain the information, skills, support, access and opportunities to pursue and ensure resilient and sustainable livelihoods (domain 1), and if an environment of peace, with strong, functioning mechanisms (formal and informal) is in place for peace-building, conflict prevention and conflict resolution (domain 2), and if governance systems exist with the frameworks, structures/institutions and implementation to uphold equal human rights, provide quality services and work in a way that is inclusive/participatory, accountable, transparent and gender-sensitive (domain 3), then Northern Uganda will be a peaceful society where women and men are equally empowered to enjoy their human rights.



CARE desires to hear from self-motivated and qualified professionals who are interested in being the Program Manager – Northern Uganda Women Empowerment Program (NUWEP).   S/he will make frequent travel to various parts ofUganda and possibly outside the country. Our operations are guided by key values i.e., excellence, accountability, respect, integrity and transparency



His/her responsibilities will be to;

Provide overall and strategic leadership and organisational representation for the Northern Uganda Women Empowerment Program (NUWEP) while ensuring program impact and results are achieved consistent with contractual requirements of the existing Roco Kwo program and other NUWEP program component interventions.
Lead the documentation and communication of program experiences and achievements, and promote effective monitoring of program activities and a learning environment for CARE and partners.
Financial and Procurement Oversight – effectively and efficiently program level oversight of, financial resources (budget management), while applying CARE’s policies and systems, as well as donor requirements
staff supervision: including Coordinating the development and implementation of the work plans of direct reports (Deputy Program Manager, M&E Coordinator, GWI Project Manager, HOPE Project Manager)
Develop effective linkages with governmental and non-governmental institutions and projects, and with other CARE programs and projects.




Key qualifications and competences:
A University degree (Postgraduate qualification preferred) in Peace-Building & Conflict Management, development studies, rural development or other relevant field.
5-7 years of experience in international development with successful experience in a management position in a large organisation  and understanding of donor strategies
Effective communications skills and ability to network, build relationships and establish collaboration with different partners and agencies, ability to link with community activists and social movements;
Process facilitation skills, negotiation, influencing skills.
Presentation skills; expository writing and speaking;
Technical knowledge of Monitoring and Evaluation; documentation and reporting.
Knowledge in policy advocacy (micro-macro level)
Team building skills
Innovation/creativeness
