Job Title:Human Resource Manager
About this job

Our client provides outsourced shared site and tower services for Towers network operators by building, buying, owning and operating the passive elements of infrastructure used by Telecommunications network operators and is seeking to recruit a result driven and motivated individual for the Vacancy above;

Objective:To manage and implement human resources policies in order for the organisation to achieve its strategic business goals and objectives through its employees. To ensure the availability of competent, committed and motivated human resources.

Duties and Responsibilities:

Develop strategic business goals and objectives, Human Resource strategy and ensure there after implementation.
Periodically review the organizational structure in line with the Vision, the mission and corporate strategy.
Oversee the employee relationship management programs and strategies in coordination with the HR Relationship Manager to ensure that activities meet the values and mission.
Develop and review the training plan and training budget for the organization and ensure its correct usage.
Oversee the learning and growth function in the department to streamline its activities in line with the goals and objectives.
Advise and make recommendations to managerial staff on aspects such as discipline and grievance handling, selection interviewing, exit interviewing and performance management.
Advise management on Human Resource issues, e.g. Human Resource planning, managing change, employee counseling.
Design and implement performance management systems in line with the Human resource management manual.
Initiate, design and effect appropriate recruitment, selection and placement policies and procedures in line with the Human resources Management manual and the corporate strategy. Develop a competence framework to guide the recruitment processes.
Effectively manage all staff in the Human Resource Department in ensuring that all day- to-day tasks and activities are properly and promptly executed.
Regularly review the staff terms and conditions of service to keep them in line with the industry standards in line with the corporate strategy and Human resource Management manual.
Design and implement staff welfare systems in line with the corporate strategy and Human resources Management Manual.
Review the compensation packages and other benefits available to the employees and perform comparative analysis with other leading corporate organizations in Uganda. Where appropriate, will make recommendations to the Chief Executive Officer.
Design and effect a communication system in line with the corporate strategy
Initiate, design and implement and maintain an up to date Human resource information system in line with the Human resources Management Manual and the corporate strategy.
Any other duties assigned by the Managing Director from time to time.

Qualifications:

4 years’ experience in a leadership Human Resource position, in busy organisation.
Good knowledge of performance management.
Good knowledge of competency based recruitment.
Good understanding of HR best practices.
Good understanding of the current labour Laws of Uganda.
Good knowledge of Training Needs Analysis.
Good leadership skills.
Good negotiation skills.
Good counseling skills.
Good interpersonal skills.
Good communication skills.
Good customer service skills.
Ability to work as part of a team.
Ability to inspire a team.
