Programme Area Accountant to be based in Lira
Reporting to the Programme Area Finance Manager, the successful candidate will be innovative, creative and eager to listen and learn. She/He will be a person of high integrity, committed to meeting deadlines with interest in addressing children, family and community development issues. The incumbent will provide financial and accountancy services to Plan Uganda by ensuring efficiency and effectiveness in financial processes; value for money, reporting, cash and budget management.

Main Responsibilities:
Review petty cash replenishment and payment Vouchers and supporting documents for accuracy and completeness.
Review Purchase Orders for accuracy and availability of budgets
Prepare cheques based on Payment Voucher details
Prepare monthly funds requests/forecasts
Prepare and enter into the system Journal Vouchers for cash receipts, PO budgets and other transactions made.
Reconcile Cashbook & Bank Statements on a monthly basis and prepare Monthly Financial Statements.
Keep track of salary advances and prepare monthly budget Vs actual reports.
Track advances to partners and build their financial capacity
Support the PA in budget management, year end closing and budgeting process
Ensure that statutory requirements are met at the right time

Requirement:
Essential Competencies:
Minimum of a bachelor degree in Education or any other related field
At least 3 years experience in implementing education projects in Uganda
Expertise in literacy education, in teacher training, early grade reading instruction and assessment, and reading material development
Knowledge of environment and current effective practice on reading assessment, instruction, and training within Uganda UPE system
Demonstrable abilities in planning, budget and reporting
Excellent communication skills, both in written English and in face-to-face presentations
Willingness to undertake travel throughout Uganda (at least 25% time on average per month).
Assurance of efficient and effective delivery of the project
Ability to work with people from diverse cultures and to lead and motivate people to work in teams
Experience in coordinating education projects with strong technical expertise in education programming
Excellent project management skills and experience
Experience in managing education projects, especially literacy related education programming
Computers skills in MS Office and Internet
