Senior Human Resource Officer Job Vacancy at National Planning Authority (NPA)


Job Title: SENIOR HUMAN RESOURCE OFFICER

About this Job:
The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling one of those positions-Senior Human Resource Officer.

1. JOB TITLE: SENIOR HUMAN RESOURCE OFFICER
Reporting to: Head, finance & Administration
Main Function:
This is a middle managerial position in the Authority and the Officer will assist the Head; Finance and Administration in managing the human resource function.
Specific Duties and Responsibilities
The specific duties and responsibilities of this job are as follows;
Responsible for review and development of appropriate HR policies and plans in consultation with the Head Finance and Administration.
Carry out salary surveys and prepare and submit remuneration review .recommendations to management
‘Maintain an effective job Analysis system
Keep job descriptions up to date and assist in carrying out job Evaluation
Generally responsible for managing staff entry, retention and exit
In consultation with the Accountant and Head Finance and Administration, manage and keep up-to- date the payroll of the Authority, including implantation of any changes, deletions or additions to the payroll
Responsible for aligning people with the organizations objectives
Responsible for career and staff development
Periodically assess the training needs of staff, as well as arrange for. and manage staff training
Response’s for Performance management
Responsible development and management of reward, and benefits schemes
Responsible for .HR administration services including management of staff files, leave, training, medical and staff welfare generally,
Perform HR advisory role to management on all matters of a personnel / HRM nature

Key Result Areas (KRAS):
1. Analyze the organization and propose HR policies and strategies that are aimed at improving the performance of the organization.
2. Produce Quarterly and half yearly HR performance or progress reports.
3. Advice to staff on all personnel/HRM – Related issues provided
4. Staff training carried out in line with the needs assessment
5. Management of the payroll effectively carried out
6. Reports of staff performance assessment are timely submitted.

Remuneration
Remuneration for this position is attractive and commensurate with the responsibilities attached to it,

Requirement:
Person Specifications/ Qualifications
The Applicant must have the following qualifications;
1. An Honors Degree in Human Resource Management / or Social Work and Social Administration or Industrial and Organizational Psychology or Social Sciences from a recognized University/ Institution
2. Must have a Master’s Degree in Human Resource Management, or Organizations! Development
3. Working experience of at least 5 years as a Senior Human Resource Officer in a large and reputable organization.
4. Must have a thorough understanding of the Uganda labor laws and HR best practices
5. Knowledge in developing the Human resource management information system will be an added advantage.
Additional Skills
Good analytical, negotiation, communication and interpersonal skills.
Strong computer skills (MS Office)
Good report writing skills.
