Under the direction of the Director of Human Resources , the Chief Human Resources Services Division is responsible for the management of the Human Resources Services Division which is comprised of five HQ sections (Recruitment, International Personnel, Area Personnel, Complementary Personnel and Appeals & Grievances), and the provision of advice, support and policy development to UNRWA’s Headquarters, Representative Offices, and five field locations in the Middle East (Gaza, West Bank, Syria, Lebanon and Jordan) and its 30,000 plus staff. In accordance with the established Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities ï‚· Manage the Human Resources Services Division, ensuring that comprehensive objectives and work plans are established and met, that resources are efficiently utilized and correct work procedures are followed. Coordinate and supervise reform initiatives being undertaken by the Human Resources Services Division; ï‚· Manage the administration of human resources services including entitlements by providing clarification and advice Agency-wide on the consistent and correct application of Staff Regulations, Rules, Directives and Instructions governing the duties, obligations, immunities and privileges, benefits, welfare and entitlements of the Agency staff;


Directly implement the various human resources services and entitlements in the case of Area Staff in HQ Gaza and Amman and International Staff Agency-wide. Provide support and guidance to the fields as required; supervise the management of Complementary Personnel Agency-wide; Manage international recruitment ensuring that required staffing levels, targets and goals are met, via internal and external searches, and recruitment procedures are followed. Provide advice and oversight on processes and procedures in relation to recruitment, appointment, transfer, performance appraisal and separation of staff and directly implements such actions in case of Area Staff in HQ Gaza and Amman and International Staff Agency-wide; Act as focal point for meetings of the International Staff Association and Area Staff Unions Agency-wide, and focal point for HQ Amman area staff union representatives. As required, participate in/contribute to consultations and negotiations with the International Staff Association and the Area Staff Unions; Manage the performance and staff development for Division staff in collaboration with Section Heads ensuring that developmental requirements and appropriate programs are properly identified and implemented in coordination with Human Resources Planning and Development Division; Review administrative replies to staff appeals and grievances and provide advice/guidance Agency-wide with respect to disciplinary, mediation and other sensitive staff issues as requested; Provide input, as required, to the Human Resources Planning and Development Division in respect of proposed policy amendments and enhancement/up-dating of appropriate policies, directives, rules, administrative instructions utilised Agency-wide; Prepare internal and external audit replies, reports, concept papers and general HR correspondence in reply to relevant internal and external requests; Act as Department focal point for Group Medical Insurance issues, commission related reports and analysis as required. Represent the Department in negotiations involving Area Staff Unions and Department of Administrative Support as required.

Professional Knowledge and Experience ï‚· An advanced university degree in human resource management, public or business administration, or in a related area such as social or behavioral science; ï‚· A minimum of 10 years of progressively responsible experience in human resource management, including a minimum of five years in the UN system, or in international or governmental institutions at a senior supervisory level; ï‚· Extensive experience with recruitment, entitlement and benefit administration, preferably in the UN system; ï‚· Excellent command of written and spoken English. Competencies ï‚· Excellent analytical capabilities; ability to reach objective and reasoned positions and to articulate these clearly and to remain calm and produce results under pressure;

Ability to plan and develop clear goals that are consistent with set strategies; monitor and adjust plans and actions as necessary; Proven ability in working independently in addition to providing leadership and direction to a diverse team, managing their output; providing advice, solving problems and coaching and mentoring as required; Established skills in building effective and collaborative internal and external work relationships at all levels; Ability to negotiate persuasively a range of problems, including sensitive, complex and contentious issues and to advise senior management and staff on different options/positions to meet their needs; High level of motivation; demonstrated initiative and creative thinking; A high degree of tact, diplomacy and discretion; Solid computer skills and a good working knowledge of human resource databases.

Desirable Qualifications ï‚· Membership, or eligibility for membership, of a registered HRD professional body; ï‚· Familiarity with human resources rules, regulations and policies in the UN is highly desirable; ï‚· Knowledge of the Agency’s operations in the Middle East and Middle Eastern cultures and employment practices; ï‚· Working knowledge of written and spoken Arabic. Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination. Additional Information The incumbent will be required to travel in the Agency’s area of operations and may occasionally undertake short-term relieving assignments. Conditions of Service UNRWA offers an attractive compensation package including annual salary starting at $86,904 net tax free with dependants or $80,734 single plus post adjustment of 43% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave , pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
