Principal Election Finance Officer Jobs Vacancy in Uganda at Electoral Commission of Uganda


Job Title:  Principal Election Officer, Finance

Duty station: Electoral Commission Headquarters

Directorate: Finance & Administration

Reports to: Head, Finance

Terms: Four years (Renewable) contract

Salary Scale:  ECS3

Age Limit: 28 – 56 years

Job purpose:

Assisting the Head of Department in the preparation of all periodic and statutory reports, and in administration of the department.

Key Tasks:
Deputizing the Head of Department.
Overall supervision of day to day departmental operations.
Coordinating departmental functions; Commitment Control, Examination, Salaries, Bookkeeping, Cash office, Accountabilities.
Responsible for Cash Office.
Verification of financial documents.
Assisting in producing accurate and timely periodic accounts / returns (monthly and final accounts).
Responsible for periodic financial management reports.
Maintaining the Assets Register.
Liaising with the Senior Election Officer / Stores, on proper stores management.
Coordinating drafting, preparation and implementation of budgets.
Any other duties as officially assigned from time to time.

Requirement:
Applicants should be Ugandans holding an Honors Bachelors Degree in either Commerce or Finance or Business Administration (Accounting Option) with full professional accountancy qualification, e.g. ACCA or CPA obtained from a recognized institution and accredited by the Institute of Certified Public Accountants of Uganda.

Minimum Experience:

Applicants should have at least 6 years relevant working experience in the field of accounting, 3 of which should have been gained at a Senor level in Government or equivalent level of experience from a reputable organization. Special personal characteristics/attributes:
High Moral character and proven integrity
Self-motivated and strategic thinker
Knowledge of Government Policies and Administrative Procedures.

Well developed interpersonal and communication skills and capable of working as a member of the organization's senior management team.
Ability to lead, cultivate team spirit and motivate qualified and specialized staff.
Well developed analytical and report writing skills.
Ability to work under tight deadlines and pressure.
