International - Monitoring and Evaluation (M&E) systems and processes require definition, discipline and training. The Program Development Unit (PDU) Advisor for Monitoring and Evaluation will provide clarity, definition and system synchronism across all Samaritan's Purse (SP) field office locations. The individual serving as the Advisor for Monitoring and Evaluation will work closely with the Program Management Advisor, Regional Directors, Country Directors, and Program Managers as well as within the Program Development Division (PDD) in general. The M&E Advisor will seek to establish meetings with key implementers in the critical start-up phase of programs to ensure the best possible chance of success. Along with the Technical Advisors, this person will promote the best practices of the organization both internally, by capturing the critical lessons learned as well as externally, by writing and presenting programming results to the international community.
The location of where this position will be based is still to be determined.
QUALIFICATIONS:
Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
Master's Degree (MSc.) or equivalent in statistics or similar subject; or ten years related experience and/or training; or equivalent combination of education and experience.
Commitment to the Samaritan's Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians.
Technical writing skills including developing logical frameworks, monitoring and evaluation plans and evaluation reports.
Field experience in relief and program development, program implementation and proposal development.
Working knowledge of donor monitoring and evaluation requirements (UN, CIDA, DFID and USAID etc) and best practice in the field.
Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS.
Proficiency and proven track record with using EPI Info and statistical software such as SPSS, STATA or other packages.

12 month contract with the potential for renewal.

PSI seeks qualified, dynamic candidates for the position of Chief of Party for Uganda. The COP will be responsible for implementation of the anticipated Merck funded project to expand the provision of private sector maternal care and ensure that more women have access to essential safe motherhood products and services. The COP will be responsible for ensuring successful implementation of the project. This will include managing, coordinating, and providing guidance on large scale maternal health communications, service delivery, quality assurance, and M&E programs. S/he will build the capacity of staff to successfully implement the project on time and within budget, thus achieving all deliverables and measurable health impact. The COP is also responsible for managing sub-awards and partner relationships. This full-time position is based in Kampala, Uganda. The COP reports to the Uganda Executive Director.
RESPONSIBILITIES:
Lead the technical implementation and program management of the Merck project.
Develop annual marketing and communication plans for all relevant maternal health products and services.
Develop annual research plans and lead efforts to disseminate findings.
Lead collaboration with partners to develop annual work plans, donor reporting, and monitoring and evaluation.
Ensure compliance of all reporting systems and procedures as per schedule, deadlines and donor policies and procedures.
Ensure that program activities of all partners link to and complement national implementation plans, monitoring and evaluation plans, and policies.
Coordinate and facilitate regular meetings with partners.
Share findings and evidence with relevant stakeholders to re-direct interventions as appropriate based on M&E evidence.
Establish networks of information collection and sharing of communication materials, and strengthen overall communication capacity of all partners.
Act as the main liaison with Ministry of Health in support of the public private partnership.
Lead the development of evidence from this project that would inform government MoH policy.
Ensure adherence to quality assurance/quality improvement plans and supervision of same, including monitoring for and proper management of adverse events.
Identify staff, develop job descriptions and recruit personnel as needed.
Support Executive Director in other tasks as assigned.

QUALIFICATIONS:
Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience
Significant experience in technical program management and implementation, preferably in maternal or child health
Demonstrated knowledge of international development, social marketing and maternal health issues
Proven capacity-building experience in a developing country
4-5 years of relevant work experience, with at least 4 years managing a team in a developing country
Experience in leading consortium activities preferred
Excellent oral and written communication skills
Demonstrated capacity to represent PSI effectively among a variety of audiences
