Job Description

Reports to      :           General Manager

1.0       Main Purpose

To Manage all procurement and disposal activities in accordance with the Company policies, rules and regulations of Public Procurement and Disposal of Public Assets (PPDA) and other international / donor funding.

2.0       Key Outputs

* Prepare procurement Plans and strategies for the company;
*  Prepare bid documents and invitations to tender for the company;
*  Initiate reports to the contracts committee and the PPDA;
* Timely delivery of the procured goods and services and the corresponding payments ensured;
* Procurement and disposal documentation effectively managed and their safe custody ensured.

3.0       Duties and Responsibilities

* To manage and coordinate the day to day procurement and disposal activities of the company;
* Develop and implement short and long term procurement strategies to reduceCosts, lead times and improve quality of service delivery in line with the organization goals;
* Ensure conformity with the PPDA Act and regulations, and procedures of other international development partners such as the World Bank;
* Manage the preparation of annual procurement and disposal plan for activities whether local or donor funded and monitor its implementation and contract management;
* Ensure that Contracts Committee (CC) meetings are held on a regular basis and monitor the implementation of the CC resolutions in a timely manner;
* Manage the process of preparation of specifications and Terms of Reference (TORs) by user departments;
* Prepare bid documents, adverts and monthly reports to PPDA or relevant donor funding agencies;
* With reference to the register of providers of PPDA, develop, update and maintain the data bank of approved service providers, suppliers and contractors;
* Ensure that procurement and disposal records are correctly and adequately maintained, updated and stored;
* Carry out any other duties as may be assigned from time to time by management.

4.0       Person Specifications

* A good (Honours) degree in Procurement and Supply Chain Management;
* At least 3 years relevant working experience gained at a reputable organisation;
* Knowledge of the PPDA guidelines and regulations a must requirement;
* Knowledge of World Bank procurement guidelines and regulations an added advantage;
* Must be computer literate;
* Must have good analytical, negotiation, communication and interpersonal skills.

5.0       Terms and Conditions of Service

* Four (4) years renewable contract including six months probation, with an attractive remuneration package.
