AGE: 30YEARS AND ABOVE
MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor‟s Degree in Records/Archives Management or Library and Information Science from a recognised University or awarding institution plus a minimum of a Post Graduate Diploma in any of the above or related discipline from a recognized University/Institution.
Applicants should have at least nine (9) years relevant working experience, three [3] of which should have been gained at the level of Principal Records Officer or equivalent level of experience in Records and Information Management from a reputable organization.
The Incumbent should have the following core competencies:-
 Knowledge of Records Management and Archives Administration policies, processes, procedures and practices including the National Records and Archives Act, relevant regulations and guidelines;
 Team leadership and management skills;
 Integrity with listening and communication skills;
 Capacity in preparing and presenting work plans and budgets

DUTIES:-
The incumbent will be responsible to the Commissioner Records and Information Management for performing the following duties:-
 Reviewing, developing and monitoring implementation of appropriate policies, plans, regulations, guidelines and procedures for records management in MDAs and Local Governments;
 Providing technical advice, support and guidance to MDAs and Local Governments on the management of records;
 Monitoring and evaluating the professional performance of Records Staff and staffing in registries of MDAs and Local Governments;
 Reviewing and developing manuals and guidelines for Records and Information Management in collaboration with relevant stakeholders;
 Planning, organizing and ensuring implementation of sensitization and capacity building programmes for the Records Staff and records users in MDAs and Local Governments on records management procedures and processes;
 Monitoring the implementation of the retention and disposal schedules by MDAs and Local Governments;
 Preparing work plans, budgets and technical reports for the Division and submit them for consideration by the relevant authorities;
 Supervising and appraising the performance of subordinate staff in the Division.
 Any other duties as may be assigned from time to time

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three (3) recent certified passport size photographs.
Applicants should route their applications through their Heads of Department who must be informed of the closing date to avoid delay. Applicants may, however, submit an advance copy of the applications to the Public Service Commission to enable it start processing them.
