MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor‟s Degree in either Economics or Social Sciences [Economics/Policy option] or Development Studies or any other Discipline in the field of policy formulation analysis and Management from a recognized University/Institution.
Applicants should have a minimum of three [3] years working experience, gained at the level of Senior Policy Analyst in Government or equivalent level of experience from a reputable organization.

The Incumbent should have the following core competencies-
Analytical, judgmental, effective listening and communication skills;
Knowledgeable in policy research methods, policy implementation and evaluation tools and framework;
Supervisory, coaching, mentoring, presentation monitoring and evaluation skills
DUTIES
The incumbent will be responsible to the Principal Policy Analyst for performing the following duties:
Analyzing Ministry/ Sector policies for accuracy and consistency with the National goals and policy framework;
Researching and drafting policy options and concept papers for consideration by Senior and Top Management;
Monitoring and evaluating the Ministry/ Sector policies to inform the policy decision making process and enhance implementation;
Participating in the preparation of the Budget Framework Paper and Ministerial Policy Statement;
Monitoring budget performance of the Ministry;
Updating the inventory of the Ministry/Sector policies, programmes and projects;
Participating in the preparation of work plans and budgets for the Policy Analysis Unit;
Supervising and appraising the performance of the Policy Analyst.
Any other duties as may be assigned from time to time.

Applications should be filled in triplicate on Public Service Form No. 3 (2008) and submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be received not later than 16th April 2012.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three (3) recent certified passport size photographs.
Applicants should route their applications through their Heads of Department who must be informed of the closing date to avoid delay.
