GOAL Uganda’s country programme lotuses on iwo ot three ol GOAL’S strategic sectors narraty, Health (including WASH and HIV) and Livelihoods. In the Livelihoods sector, GOAL Uganda will be implementing a collaborate project focusing on building productive assets al the community level through a Cash tor Work (CFW) approach In the Abim Districi In the Central region of Karamo|a. This profeci will directly address the overall objective ot die Karatxioja Livelihood Programme (KALIP) lo “protect and enhance- ihe incomes and (rod security of agro-pasloral communities and support them in building up their own productive asset base” and the specific otjectte ‘products assets omit ihrough labour intensive works and capital injected in the local economy”.

Partnership Officer – Northern Uganda HIV Project
General Description of job Role:
Based in Abim with frequent travel to Agago District the Partnership Officer will act as the principal contort point between GOAL and assigned partner organisations in ttie two distnets. He/she will word with the assigned partner organisations to develop and agrae proieel proposals with GOAL; monitor and support implementation; report on Ihe project as agreed: stn ••. 11 1 capacity ol the partner organization staff; encourage coordination between partners and other stakeholders and identity possible partnership opportunity outside GOAL The position will report 10 the Northern Uganda HIV Manager.
Essential Requirements:
• Bachelor’s degree in Social Sciences. DtM Studies, or Community Development:
• 3-3 years’ experience in implementing rural development projects through partnerships wilh local NGOs/CBOs;
• Knowledge ot participatory and self-reliant development approaches;
- KnovrWdoe of Project Plannmg especially problem roemrtenion and analyse:
• Ability to formulate and write proposals
• Working knowledge of HIV impact mitigation:
• Good lecililationand training skills:
• Working knowledge ol computer packages like E-mail; MS Power Point, Word and Excel
• Willing work and reside in a remole project area:
• Ability 10 dde or willingness 10 learn to ride a motorcycle.
Desirable Requirements:
• NGO experience prowling technical assistance in the area ol organisational capacity building;
• Experience n networking with government NGOs and districts in project Implementation,
• Knowledge 0) Gender Issues;
• Woking knowledge of the existing HIV Frameworks and policies/policy implantation guidelines.
