Job Title: RISK AND COMPLIANCE ADVISOR

 
Job Description

The Government of Uganda through the Office ot Prime Minister (OPM) is coordinating the implementation of the Peace Recovery and Development Programme (PRDP) lor Northern Uganda. Private Sector Foundation Uganda manages the Business Uganda Development Scheme (BUDS) that is funded by the UK Department’ for Internal™al Developmeni {DFID) lo boost private sector growth, investment and employment opportunities in northern Uganda for Ihe peridd June 2010-June 2015. The overall objective ol the prajeel is ‘to stimulate pro-poor economic growth in region and lo better retain the economic benehls accruing liom agriculture and other martlet sectors in the PRDP sub-regions including parts of Bunyoro. Acholi. Lango. West Nile. Karamonja. Teso and Bukedi. Private Sector Foundation Uganda wishes to recruit additional staff to fit the position below in the Gulu project office. The position is open to only candidates from the PRDP region with excellentl knowledge of both English and Acholi languages.

RISK AND COMPLIANCE ADVISOR:

A. OBJECTIVE
The com pliance adviso ry ‘unction is aimed al strengthening
PSFUrBUDS-PRDP grant managemenl process. The
function of the Risk and Compliance Advisor will include.
providing professional assessment of potential risks
inherent in grant proposals
proposing measures lo manage identified and
potential risks
• design and offer expert advice regarding developing
appropriate deliverables for incorporation into grant
agreements
Advise on compliance with laid down rules and
procedures throughout Ihe grant managemenl cycle
thereby reducing the risk of grant failures while at the
same time improve grant turnaround times.
• Will work with and be the advisor to PSFU
management and project staff on matters within the
risk and compliance realm
B. Reporting: The Compliance Advisor will report to Ihe
PSFU Executive Director through the BJDS-PRDP
Manager.
C. Main Dirties and Responsibilities.
The desired Compliance Officer shall be a senior
professional, self motivated, analytical with a business
sense. He! She will be required to:
1. Categorize potential project beneficiaries into risk
groups in Ihe context of granl managemenl and
develop a risk profile and assessment tool kit for each
category.
2. Develop a risk management tool kil for each of the
categories
3. Continuously train PSFU staff on the use of the risk
assessment tools and ensure lhat Ihe risk
managemenl loot kll Is used for each agreement
entered into.
4. Review on a continuous basis all granl applications
and reimbursement/disbursement requests to ensure
that deliverables recuesled/submitted meet Ihe
required risk managemenl tool kil.
5. Continuously advise slaff and management on the
course of action to lake regarding each application
and agreement
6 Review financial and operational processes and
identity weaknesses with a view to inpiove granl processing efficiency
7. Continuously reassess, develop and implement consols to match with emerging threats In grant managemenl
8. Asset management in Ihe implementation of audit (internal and external] recommendations
9. Cany out any other assignments as may be assigned by PSFU or the BUDS-PRDP Manager
The Ideal .candidate should originate from ihe PRDP region and rneel Ihe following minimum academic and experience.
•. MINIMUM BASIC EDUCATION
A Business-’Mathemalicel Degree from a reputable institution, computer literacy with advanced skills in the use of MS Office toots
E. PROFESSIONAL QUALIFICATION
Possess additional professional qualifications such as CPA, ACCA, CIMA, CA. CIA, CIB and CISA or related qualificat ons.
F. MINIMUM EXPERIENCE
5 years of experience In compliance work, audit, accounting, gram processing or similar work wilh a large organization/business.
G. The PSFU witl offer the Risk and Compliance Advisor a two year contraci renewable up to four years, subject to satisfactory performance and availability of financing.
