ACDI/VOCA is currently managing a Food For Education Program funded by United States Department of Agriculture. Through the three-year Literacy Enhancement and Rural Nutrition (Uganda- LEARN) Program, which started in October 2010 ACDIA/OCA plans to increase educational opportunities for 20,000 school children in 33 schools in the Katakwi and Amuria districts of the Teso sub-region with a comprehensive package of school feeding, school gardens, community training, and rehabilitation of school infrastructure.

We are seeking to recruit dynamic person of high integrity to fill in the position below;

Monitoring and Evaluation Specialist

Reporting to the Chief of Party, the Monitoring and Evaluation Specialist will be responsible for monitoring the performance of Program activities and managing the systems for collecting M&E information. In addition the Monitoring and Evaluation Specialist will support ACDI/VOCA’s commitment to gender equity in all aspects of its programs and operations, through the collaboration with LEARN management and personnel to monitor and evaluate the integration of gender throughout the program cycle and program operations.

Responsibilities:

Oversees and directs data collection activities of ACDI/VOCA program personnel.
Review field data on a regular basis for quality and accuracy and provide feedback on any needed adjustments in program activities.
Ensure the M&E and Reporting system is collecting and report­ing on gender disaggregated data, gender sensitive indicators, and \ evaluating gender impact in evaluations.
Assist in the data analysis and preparation of semi-annual Implementation Reports that are submitted to the donor.
Ensure compliance with USDA Food For Education implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems.
Build capacity of ACDI/VOCA staff on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/ VOCA and other relevant donors
Participate in the final evaluation, including survey administration, collection of success stories, focus group discussion with beneficiaries, and other quantitative and qualitative evaluation methods as appropriate; in addition to other studies/evaluations
as needed.
Collaborate with consultants, program staff, and schools to ensure gender is integrated into assessment/evaluation content and process.
Serve as the primary drafter and editor of reports, proposals, donor reports, and needs assessments for dissemination.
Requirement:
Qualifications:

Minimum of five years of M&E experience, preferably as part of international donor-funded projects with a proven record of project management
A Master’s degree in the fields of Social Sciences, Statistics, Public Health, Education, or other related field
Post graduate training in Project Management
Significant experience in the design and implementation of M&E systems for food distribution, education, and capacity building training interventions
Demonstrated experience in quantitative data collection; database management; and statistical analysis; including experience with computer-based statistical packages and databases like ACCESS and SPSS.
Demonstrated experience with qualitative data collection and analysis, including focus groups, key informant interviews, Most Significant Change, and case studies.
Significant experience in drafting data analysis reports, particularly for international donors
Fluency in written and spoken English required. Ateso speaking skills desired.
